Obligation 1
The Commission shall adopt a non-compliance decision where it finds that the provider of the very large online platform or of the very large online search engine concerned does not comply with relevant provisions, interim measures, or binding commitments.

Obligation 2
Before adopting the non-compliance decision, the Commission shall communicate its preliminary findings to the provider of the very large online platform or of the very large online search engine concerned, explaining the measures it considers taking or that the provider should take.

Obligation 3
In the non-compliance decision, the Commission shall order the provider of the very large online platform or of the very large online search engine concerned to take necessary measures to ensure compliance within a reasonable period and to provide information on intended measures.
